Deck Building for Emmaus Homes
Emmaus (established 1859, population 11,438) has a distinctive housing mix — from historic Emmaus Triangle / Downtown properties to newer construction in Upper Milford Township. Our deck building approach adapts to each neighborhood's architecture, code requirements, and street-level realities.
Homes across Emmaus Triangle / Downtown, South Mountain Area, Upper Milford Township, Vera Cruz can have different layouts, materials, and permit requirements. We assess the property and project scope before recommending a deck building plan.
Why Emmaus Homeowners Choose VM Power Construction
The Most Energy-Focused Client Base in the Lehigh Valley
Emmaus is not an ordinary Lehigh Valley remodeling market, and the reason is partly institutional. The Rodale Institute has been headquartered just outside the borough for decades, and the sustainability culture that grew around it shows up in the questions homeowners here actually ask. We have more conversations about air-sealing, blower-door numbers, insulation strategy, and heat-pump conversion in Emmaus than in any other borough we serve.
That changes how we scope a project. In most markets a kitchen renovation is a kitchen renovation. In Emmaus it is frequently the moment a homeowner also wants the exterior wall assembly opened up and dealt with properly — dense-packed cellulose instead of the original nothing, air-sealing at the top plate and rim joist, and a decision about whether the existing heating system should survive the remodel at all. Doing that work while walls are already open costs a fraction of coming back for it later, and it is the single highest-return decision available in the borough's older housing stock.
Borough or Township Decides Your Permit Path
Emmaus Borough and Upper Milford Township are separate jurisdictions with separate permit offices, and which side of the line your house sits on changes the process before it changes anything else. Borough projects coordinate with the Emmaus Borough office on South 4th Street; Upper Milford work goes through the township's own permit office; larger structural work involves Lehigh County.
Pennsylvania adopted the statewide Uniform Construction Code, built on the International Code Council model codes, but enforcement is local — each municipality either administers it directly or through a third-party agency, and the practical experience of permitting differs accordingly. We establish which authority applies at the first site visit rather than assuming, because a submission to the wrong office is time you never get back. Zoning is a separate question from construction permitting and is what governs setbacks and coverage on an addition.
South Mountain and the Older Borough Stock
Properties on the South Mountain side of the borough bring grade and drainage into almost every conversation. Water moves downhill onto and around these houses, which makes basement finishing a moisture-management project before it is a framing project — exterior grading, downspout discharge distance, and interior drainage all get addressed before insulation and drywall go anywhere near a foundation wall.
Most of the borough's inventory predates 1978, which puts it under the EPA Renovation, Repair and Painting rule. We hold EPA Lead-Safe RRP certification: contained work areas, HEPA cleanup, no heat-gun or open-flame paint removal, and verification before handover.

The two decisions that define a deck: framing and connection
Homeowners choose decks by decking material. Decks fail by framing and attachment. Pressure-treated framing sized to span, footings below frost depth, proper joist spacing for the chosen decking, and a correctly flashed and bolted ledger connection are what make a deck last and stay safe. Decking is the part you see; framing is the part that holds you up.
The ledger is the highest-consequence detail on the whole build
Most catastrophic deck collapses are ledger failures, and most ledger failures come from two causes: attachment with nails or undersized lag screws instead of properly sized and spaced through-bolts or structural screws, and missing flashing that lets water sit against the rim joist until it rots. That connection must be flashed so water is directed out and away, and fastened to a pattern the load actually requires. A deck can look immaculate and still be attached to a house by a rotting board.
Footings, frost, and clay
Footings must bear below the local frost line, on undisturbed soil, sized for the load they carry. In clay-heavy soils, frost heave and seasonal movement are real, and a footing set too shallow will lift and drop the structure through the seasons until connections loosen and the frame racks. Backfill around footings should be properly compacted rather than loose spoil.
Decking materials, honestly compared
Pressure-treated is the lowest cost and needs cleaning and re-sealing on a regular cycle to stay presentable. Composite and PVC cost substantially more up front and eliminate sealing, though composite can get hot underfoot in direct sun and lower-grade boards can fade unevenly. PVC is the most stable and the most expensive. There is no maintenance-free option; there are only different maintenance tradeoffs, and the honest comparison is total cost over fifteen years rather than the price of the boards.
Permits, railings, and stairs
Deck permitting depends on height above grade and jurisdiction, and New Jersey is materially stricter than Pennsylvania on when a permit is required. Railing height, baluster spacing, and graspable handrail profiles are code-specified, and stair geometry — consistent rise and run within tight tolerance — is both a code item and the most common inspection failure on otherwise good work. Guard and railing assemblies also have to resist real lateral load, which means the post connections matter as much as the rail.
